Overview of the New Standards
The Building Regulations etc. (Amendment) (England) Regulations 2026 represent a significant milestone in the UK's commitment to sustainable construction. These regulations implement the Future Homes and Buildings Standards, fundamentally transforming how we design and construct new residential and non-domestic buildings in England.
Key Implementation Dates
The regulations come into force on 24 March 2027 for standard building work, with specific provisions for higher-risk buildings taking effect on 24 September 2027. Transitional arrangements apply to projects where building notices, initial notices, or full plans applications were submitted before these dates, provided work commences within the specified timeframes.
Principal Technical Changes
Enhanced Energy Performance Requirements:
The amendments to the Building Regulations 2010 introduce several critical requirements:
- New Functional Requirement L3: The regulations create a new functional requirement (L3) for the provision of on-site renewable electricity generation systems for all new dwellings and buildings containing dwellings. This requirement forms part of broader amendments to Part L that ensure new buildings are constructed with low carbon space heating and hot water systems alongside high levels of energy efficiency. Together, these provisions represent a comprehensive approach to reducing carbon emissions in new construction.
- Revised Part L Objectives: The regulations now amend Part L of Schedule 1 to reflect dual aims—reducing greenhouse gas emissions whilst conserving energy—reflecting the integrated approach required for achieving net-zero targets.
- Expanded Fixed Building Services Definition: The scope now includes lifts, escalators, and moving footways in new non-domestic buildings, ensuring comprehensive energy efficiency across all building systems.

Available in two volumes covering dwellings and non-domestic buildings respectively, the updated guidance addresses:
- Compliance routes for buildings connected to heat networks
- Heat loss limitations for low carbon heating systems
- Minimum efficiency standards for building services and heat pump controls
- Installation requirements for on-site electricity storage systems
- Enhanced commissioning procedures, emphasizing adherence to manufacturers' specifications for heat pump installations
- Guidance on fixing operational and maintenance information to heat pumps
- Insulation requirements for building heat distribution systems
